A perusal of the Papers accompanying these Dispatches will show that the Subject had engaged my careful attention whilst I left the Colony, and thinking it right to afford Ann Sand Shife the fullest information on so important a question, I appointed a Commission, jointly representing the Official and mercantile portions of the Community, to enquire into and report upon the whole question.
3. The Report of these Gentlemen, read in connexion with that of the Surveyor General, dated 10th March 1845, and 20th March 1845, places the matter in such a clear light that I do not trouble You with any lengthened remarks upon them.
4. I concur, in all essentials, with the views expressed by the Commissioners.
5°. The main part of the work detailed must be done; and how the cost is to be defrayed are the principal points for consideration.
